Description


On May 27 of this year, in the Official Registry - Supplement No. 71, Ministerial Agreement 194 was issued on the Requirements for Obtaining and Renewing authorizations, permits and other services contemplated in the Law of Manufacturing, Import, Export, Marketing and Possession of Weapons, Ammunition, Explosives and Accessories and its Regulations; as well as the classification of controlled chemical and biological weapons and substances. In said ministerial agreement, several of its articles mention the obligation to have a "Training Certificate in handling, storage and transport of explosives for the personnel responsible for the magazines issued by a Higher Education Institution."

The University of Azuay, in response to this need for training, through the mining career and the Department of Continuing Education, will teach this course, since Ministerial Agreement 194 constitutes a legal requirement for the renewal of mining magazine permits, as well as to comply with the Occupational Safety and Health Regulations in the Mining Field, published in Official Registry No. 339, of November 27, 2020. For artisanal mining, blasting operations must be approved by a Mining Engineer. .

Objectives and methodology


Objective

Train personnel related to the subject in the handling, storage and transport of explosives.

Methodology

The course is theoretical-practical, in order to effectively prepare the participant.

Theoretical part: Impart knowledge and accurate criteria with the support of multimedia programs, videos, simulations related to the subject.

Practical part: Provide practical knowledge through the development of workshops, collaborative work, recreational activities, practical cases.

Contents


  • Explosives: Legal framework, basic concepts, properties, classification, products, risks Know the different terms and properties of explosives.
  • Storage: Magazines, storage criteria, types, construction, ground discharge and lightning rods, quantity and distance, compatibility, SDS sheets. Describe the constructive characteristics of the magazines and establish control measures.
  • Shipping cost: Vehicles, trucks, locomotives, foot transport. Workshop: Verify the different means of transport, identify risks and establish control measures.
  • Blasting: Blasting area, preparation, loading, connections, sweeping, ignition, risks and preventive measures. Describe the logical sequence for the execution of the blasting, establish control measures.
  • Cut Shots: Causes and preventive measures. Plastering. Identify the main causes of the production of cut shots.
  • Destruction of explosives: Methods: combustion, detonation, chemical procedures, Establish preventive measures during the destruction of explosives.
  • Tutorials: Survey of legal requirements. Check list for storage of explosives. Check list for transport of explosives. Prepare a comparative analysis of all the legal requirements applicable to explosives. Prepare checklists according to the legal requirements of the stages of storage and transportation of explosives.

Certificates


Once the development activities of the program have been completed, the participants will receive the certificate of approval from the Training in Handling, Storage and Transport of Explosives, provided they meet the established requirements, that is, 80% attendance at synchronous and face-to-face classes and obtain a minimum academic evaluation of 70/100.
