Local development, the main objective of public service institutions and of all the organizations that ensure the improvement of the conditions and quality of life of the population settled in the different provincial, cantonal and parochial jurisdictions, has become the main reference point of the action of those who direct their intervention in the territory from their service spaces.
To this extent, the achievement of the proposed objectives for the improvement of living conditions is closely related to the proposals made by the decision makers and their proponents in the decentralized autonomous governments of the central government agencies. deconcentrated, of the universities and of all the citizens represented in their instances of organization and representation in order to achieve and find the best courses that allow them to overcome the limitations that usually arise and hinder the achievement of better services and better life indicators of the population.

Objectives and methodology
Objective
Strengthen the individual and collective management capacities of public service officials and institutions to improve their efficiency and effectiveness in planning and ordering the territory.
Specific objectives
• Formulate a training program aimed at improving planning capacities for local development.
• Execute the training program for "Expert in planning and land use planning" aimed at improving the planning capacities of local public power officials.
• Develop local development planning expertise for officials of the agencies of the decentralized autonomous sectional regime.
• Prepare officials, technical and professional staff of decentralized public entities in making timely and efficient decisions for the management of local development.
Methodology
The "Expert in planning and land use" program is part of the IERSE program on strengthening human and institutional capacities towards sectional governments in Azuay, said training proposal will be developed under the semi-face-to-face modality, where contemplated combining virtual, face-to-face phases and autonomous activities for the development of modular works.
The topics to be taught have the characteristic of being methodologically sequential and linked together in order to advance jointly among the participants their deepening of the theoretical concepts and the practical application with case studies in each module.
The program will be taught in the modular system with intervals of thematic readings, forums and virtual assistance and autonomous activities of the participants individually or collectively.

Module II: Planning and land use planning (From May 10 to June 6)
Dates: From May 10 to June 6 from 2021 Duration: 10 synchronous hours Capacitors: mgt. Omar Delgado Inga Stages of planning and land use planning (diagnosis, proposal and management model), planning components (Biophysical, sociocultural, economic, human settlements, mobility, energy and connectivity; and political-institutional and citizen participation). Module III: Climate change for territorial development (June 7 to 27))
Dates: Del 7 al 27 de junio de 2021 Duration: 10 synchronous hours Capacitors: Ph.D. Daniela ballari In this module the student approaches the fundamental concepts on climate change, its connection with the change processes that this construct presents on the backbone principles of planning and land use planning.

Module I: Geographic Information Tools applied to planning and land use planning (From April 26 to May 16)
Dates: From 26 from April to 16 from May of 2021 Duration: 10 synchronous hours Capacitors: Mgt. Paul Ochoa Arias Information available in the public institutions of access for territorial planning (SIGtierras, SNI, SINAT, others), Territorial management instruments (cadastre, territorial assessment), and geographic information tools applied to territorial planning.

Module IV: Applied Seminar for Planning and Territorial Ordering (From June 28 to July 28)
Dates: From 28 from June to 28 in July Duration: 10 synchronous hours Capacitors: mgt. Jorge Amaya Ruiz This module will allow the student to know and apply a strategic phase of activation of the planning and ordering process through the identification and formulation of proposals for territorial transformation, based on a strategic management instrument such as the development plan and territorial ordering. (PDYOT).
Certificates
Once the activities and requirements for the development of the course have been fulfilled, the participants will receive the Expert certificate with the endorsement of the University of Azuay, provided that they obtain a minimum of 70% in the academic evaluation and 80% attendance at the sessions synchronous, in each module.
