About this course

The University of Azuay promotes the improvement of the capacities of Local Governments, recognizing the direct impact that their actions can have on citizens, allowing state action to take place in the various territories of the country. In this way, influencing the mainstreaming of the gender and human rights approach in local public policies contributes to the goals of the Sustainable Development Goals - SDG, mainly SDG 5 Gender Equality and SDG 10 Reduction of Inequalities.

Objectives

Provide a virtual training space dedicated especially to women linked to local governments and officials with an interest in this topic, to strengthen their capacities and provide them with tools to promote public policies with a focus on gender and human rights. 

Specific objectives

  • Understand the dynamics of the exercise of power in local governments and the need to work towards the incorporation of a gender and human rights approach. 
  • Provide legislative and oversight technical tools for local governments.
  • Provide practical tools to incorporate the gender and human rights approach in the planning and budgeting of GADS.
  • Strengthen the political communication skills of participating women.

Methodology

The course consists of 4 thematic modules, interrelated. Approval will be given by module, however, registration for the entire program will be encouraged and those who pass all four modules will receive a certificate of approval of the Training Program in Local Public Policies with a focus on Gender and Human Rights, lasting 48 hours. 

  • Synchronous virtual hours: two-hour virtual sessions daily (Monday to Thursday) with presentations supported by audiovisuals, spaces for debate and interaction among the participants.

  • Independent Work: Each instructor will assign an individual independent work project requiring 4 hours of work, which must be submitted within the agreed deadline. This project may consist of writing a short essay, creating infographics, producing videos, or developing concrete proposals to apply the concepts analyzed in the module.

  • Virtual classroom: The material for each module will be uploaded to the virtual classroom of the University of Azuay.

  • Gender and Territory-Based Planning Tools: practical tools to incorporate the gender and territory approach in diagnosis and planning.
  • Gender and Territory Sensitive Budgeting: Basic concepts and steps for carrying out public budgeting that takes into account gender differences and the needs of the territory
  • Implementation and Evaluation of Public Policies with a Gender and Territory Approach: tools for the implementation and evaluation of gender and territory-sensitive policies.

The exercise of power in local governments and their challenge to incorporate the gender and human rights approach

  • Land management.

  • Power, political power and democracy: from Foucault's theory to feminist theorists.

  • Democracy, Human Rights and Gender: Political Violence and the Boycott of Democracy 

  • Human Rights and Gender in the Competencies and Functions of the GADs: From theory to the implementation of works and services in the territory.

Tools for local legislation and oversight

  • Parliamentary processes: what they are and how to conduct them.
  • In local legislation, they will be told about the parliamentary procedure, which is essential for their action in collegiate bodies and the approval of ordinances. 
  • Ordinance management: administrative process, construction of a normative body (the final product will depend on the time allocated to the module).
  • Oversight: includes local oversight tools. 

  • Legislative and oversight functions in the GAD: why and what of ordinances and resolutions. 

  • Basic structure of an ordinance and resolution

  • Regulatory construction process: instruments for citizen participation. 

  • Process of approval, modification and repeal of regulations: parliamentary procedure

  • Implementation, monitoring and evaluation. 

Political communication strategies for women

  • Political communication or communication for politics:
    • Government communication.
    • Public opinion.
  • Digital Communication:
    • New trends in social media analysis and monitoring.
  • Construction of communication strategies:
    • Strategic message design.
    • The art of storytelling: applying the principles of storytelling to campaign design.
  • Communication and reputation management:
    • Keys to relationships with the media.

Once the activities and requirements for the development of the course have been fulfilled, the participants will receive the certificate of approval of the course: “ Training Program - Local Public Policies with a Gender and Human Rights Focus ”, based on what is established in the Regulations of the Department of Continuing Education, that is, that the participant obtains a minimum of 70% in the academic evaluation and 80% attendance at the face-to-face and synchronous classes.

There is no double certification, you can be certified by individual module (1, 2 or 3) or by the complete 4-module program.
