The course is organized in four modules:

Module I: The planning and territorial ordering of development in Ecuador: Normative framework. 

Constitution, Organic Code of Territorial Organization, Autonomies and Decentralization COOTAD, Organic Code of Planning and Public Finance COPFP, Law of Land Management and Management, Law of Ancestral Lands and Territories, National Development Plan 2017-2021 "A lifetime", National territorial strategy, local development agendas and local development and territorial planning plans.

 

Module II. Territorial planning tools

Information available in the public institutionality of access for territorial planning, Territorial management instruments (cadastre, territorial assessment), Software tools (SIGTierras, SNI, SINAT, others).

 

Module III: Planning and Territorial Planning

Stages of planning and land use planning (diagnosis, proposal and management model), planning components (Biophysical, sociocultural, economic, human settlements, mobility, energy and connectivity; and political-institutional and citizen participation). Land use and management plan, Land planning instruments.

 

Module IV: Planning and management of public projects and services

i) Planning and formulation of public projects (Formulation and design, implementation, monitoring and evaluation –social, technical, economic-financial and environmental- of projects). 

ii) Infrastructures, networks and services-potable water, sewerage, solid waste, transportation, firefighters, markets and others.

(iii) Financial management: operating plans, investment plans, budgets - income - sources of financing -, expenses - current, capital, investment.

(iv) Management of public projects: Public companies, PPPs, Joint ventures, concessions, delegations, etc.

 

Methodology

The program of "Expert in planning and territorial ordering for local development" will be executed in complementary modalities of virtual, virtual forums, face-to-face and autonomous activities for the development of modular works.

The topics to be taught have the characteristic of being methodologically sequential and linked together in order to advance jointly among the participants their deepening of the theoretical concepts and the practical application with case studies in each module.

The program will be taught in the modular system with intervals of thematic readings, forums, face-to-face assistance and autonomous activities of the participants individually or collectively.

Execution

The modules will be taught by applying the same modality to each of them and with a similar workload for all, as follows:

  1. Home. They will begin with the sending of a material to the participants for reading and knowledge of the subject matter of the module, which will conclude with a reading control through the virtual classroom of the Universidad del Azuay.
  2. Forums With the knowledge of the subject, the calendars and dates for the individual and collective virtual forums will be established.
  3. Face-to-face In which lectures will be given to exchange experiences in the classroom with the participation of the instructor and the participants in a mandatory way two days every four weeks.
  4. Autonomous individual and collective works. Applying the knowledge and experiences acquired, to a case study, to date imparted.

Duration and start of the course

The course will last five months, beginning in September of 2018 and its completion in January of 2019.

The classroom activities will be taught according to the schedule

The face-to-face activities will be reprogrammed in weeks that were considered as bridges due to suspension due to national provisions.

Approval requirements

  • Global evaluation equal to or greater than 70%.
  • Minimum attendance of 80% of face-to-face classes.
  • Minimum assistance of the 80% to the virtual platform.

 

Course cost: $ 650,00

* The University of Azuay $ 200.00 scholarship of the course value ($ 650.00). At the same time, the participants require the written sponsorship of their institution through the respective permission to attend the classroom.
